Starkey, founder of the Bay Area Saxophone Quartet, is a retired cattle rancher in Odessa who grew up in Largo. He has played saxophone since 5th grade and through college in concert and jazz bands. He has performed recitals in church and civic organizations and attended workshops and clinics for saxophone. His interest in the saxophone as a voice for serious music led him to organize the Bay Area Saxophone.

Burge, a retired Professor of Music at Hillsborough Community College, received his BME and Masters degrees at the University of Denver. His experience includes Las Vegas show bands, the Walt Disney World Band and the Florida Symphony. He is active as a performer and teacher in the Tampa area and co-conducts the FanFare Winds Band. Burge also hosts Jazz with Jim, a monthly program at the Carrollwood Cultural Center as well as leads the Sounds of Swing, a big band that also performs at the Center.
